Complaints of torture and maltreatment among prisoners who have been detained without trial are increasing in Jordan, the country's National Center for Human Rights warned yesterday, as it called on the government to take immediate measures to address the situation. It also said that the number of people being detained without trial by governors had risen. In its annual report for 2009, released yesterday, the National Center for Human Rights (NCHR), an official institution, but one that maintains full financial and administrative independence, said it had received 51 complaints of torture and maltreatment in detention facilities compared with 41 in 2008. "The report does not refer to torture as a phenomenon, but there are increased complaints that indicate that torture may be on the rise," Mohieddin Touk, the NCHR's commissioner, said in a press conference to mark the launch of the report.
